Jindal's IDB Members oust a public member
 over the utterance of the words "November, 2011."

In anticipation of LAO scrutiny, the IDB conducted a clandestine meeting on November 17, 2011 in order to formally approve this employment agreement drafted by Legal Counsel Anna Dow (the one who ordered Burns' ouster above).  Board Members were concerned that they'd never formalized Ms. Edmonds' authority to be out on vacations, shopping, etc., while claiming to be on the clock and that this would potentially be viewed as payroll fraud by the LAO.  Accordingly, they opted to formalize her authority to do so via the "employment agreement" at the preceding link.

 

What the IDB did NOT want to do was draw attention to the fact they were essentially providing the mechanism for Ms. Edmonds to commit payroll fraud.  Hence, they went to great lengths to conceal the November 17, 2011 meeting.  What lengths did they go to?

 

Well, they posted an October 20, 2011 meeting which was cancelled.  Next, they scheduled a meeting for November 17, 2011 but intentionally FAILED to post the agenda to the LaTrac website.  Additionally, the  November 17, 2011 meeting didn't even have the employment agreement on the agenda for discussion.  Instead, upon seeing no audience members were present (as a result of the meeting being clandestine and not posted to LaTrac), as reflected in the 11/17/11 minutes, Board Members ADDED the employment agreement to the agenda.  They then voted unanimously to approve it.

 

Next, they notified the world they'd be having a meeting on 12/8/11 (only 21 days after the meeting they clandestinely conducted).  It's important to note that the preceding link is a screen save printout of meetings dated January 28, 2012, but note that the meeting of November 17, 2011 is STILL NOT POSTED a full 72 days after it transpired!!!

 

Then, days before the 12/8/11 "meeting," they notified the world that they were cancelling the 12/8/11 meeting.  The IDB never had any intention of conducting a 12/8/11 meeting (it was a "decoy" meeting from the outset), but they'd succeeded in giving the "run around" to all who may have wanted to attend and discuss Ms. Edmonds' work arrangements which would later reflect poorly upon the IDB via damning reports from the LAO and OIG. 

 

So, on 11/17/11, the IDB essentially secretly granted Ms. Edmonds carte blanche authority to commit payroll fraud.   CLICK HERE to see an extensive complaint filed with Attorney General Buddy Caldwell's Office regarding the totality of the deception deployed regarding that November 17, 2011 meeting.  It's complete with captured PDF LaTrac website files, an EBRP Sheriff's invoice which was manufactured but never paid, etc., substantiating the clandestine nature of the meeting.  Caldwell's office merely responded by relaying they had discussed the matter with the IDB and "future compliance has been assured."
